California must once again lead America into the future. Californians must be re-educated to create real wealth, not money, the old-fashioned way: WORK FOR IT.
We don’t need anything to trickle down to any able-bodied person. We need to create people with the ability and maintain the economic opportunities, so people can climb UP to whatever level of wealth they can obtain and are comfortable with.
We have some of the finest school buildings in the nation. Many of our teachers are the best and most motivated people in their chosen profession. We spend billions on our education system each year. With all this, why do 35% to 50% of our children drop out of school to become the “problem people” of our economy? This wasted people capital reduces the economy’s capacity to produce, creating more liabilities for our government and subjecting these kids to a life of poverty, drugs, or crime. Because of these problems, we spend billions of dollars on prisons, law enforcement, drug rehabilitation programs, re-do-education programs and government assistance programs. Is this using our tax money efficiently? I say NO!!
I believe, like a computer, a mind must be turned on before information can be inserted. We must create ways to motivate all our children to become productive citizens. Including the 50% of our children, that are not motivated by the promise of a better future, if they obtain a good education in the first eighteen years of their life.
We must redirect the billions of dollars we now spend to CORRECT problems each year to SOLVING the problems of our society and economy. I believe every person is equally responsible for the operation of his or her government and economy. When we eliminate the responsibility, by telling the person they no longer have to be concerned with what the government or the schools are doing, you are taking away their reason to perform and participate in the system.
With this in mind and to help SOLVE the problems of poverty, crime, drug use, and to motivate our children to learn and their parents to participate in their children’s educational process I am proposing a minimum tax for every person in our state. People with children, to eliminate the tax, tax credits would be given based on their child’s attendance and grades. A parent would pay no more taxes than they do now, as long as they were a responsible citizen and participated in their child’s educational process. People without children can eliminate the tax by declaring that other payroll taxes or sales taxes were paid. In the future, as the economy becomes more efficient and less people were in need of government assistance programs, taxes should be lowered.
To re-direct the billions we spend to correct problems, to solving problems, we should allow every student to earn money credits to obtain an college education, vocational training or to start their adult life, based upon their grade level and attendance. The private sector, unions, and corporations will develop the vocational training schools that we need if our graduating students are empowered with purchasing power as they leave high school.
The money credits would start in the ninth grade and continue through the twelfth grade and can only is obtained upon graduation from high school. If necessary, I would create a teen educational jobs program by paying our children to attend school during vacation breaks. There is no sense waiting until they have left school as adults to pay them to attend a re-education program or job-training program. Again, payment would be based on performance and attendance. Fines and deductions from wages or money credits would be allowed for misconduct.
This program would be self-supporting and cost- efficient. It is obvious where the cost savings are. If a child learns the skills needed to learn and interpret information he/she will not become the “problem adult” in the wheels of the economy. He /she will become the lubricant, or labor that will keep the economy and society running smoothly. Money spent early in every child’s life to prevent them from becoming a burden to society, is much better than trying to correct problems after they occur. It is much better to keep “HUMPTY DUMPTY’ on the wall, than to have “ALL THE KINGS MEN” try to put him back together again.
We need to pay closer attention to the first twelve school years of a person’s life if we want to make any progress in solving the many ills of our society. I truly believe that if people do not learn to praise and encourage another person in the home, it should be taught early in school and all through the school years. Where else can a person learn these two very important things?
As a person learns these two things, he/she also learns tolerance, sharing, compassion, and an array of other things, all well for him /her and society in general. How else will the circle of hatred, abuse, and intolerance be broken as it is passed from generation to generation?
Our children must learn how to operate in our society and economic system before they leave school. The management of money can be a very confusing thing. Too many of our children leave school not understanding the “real” world of work, finance, and the responsibilities of marriage and family relationships. Trial and error are not the best way to learn these things, after a person leaves school and home. Some of our children never learn and are forever lost to the process, thereby helping to destroy our economy and society.
This education program would be a good place to start the flow of money through the economy. As the economy grows, we will need more money value to represent the earned value being produced. If started in the school system it will have four very beneficial effects. It will expand the money supply, motivate all our children to learn, improve parent responsibility, reduce frustration, and teach our children about our economy and how it operates.
Look into the future and imagine what would happen to our society if ALL our children and the children of future generations were motivated to learn.
Responsibility is indestructible as the mass of anything. If one person does not assume responsibility, that responsibility is inevitably borne by someone else, either as suffering or as an extra burden.
We must change the laws and regulations that guide people in our state and country so we can create an economy and society with LIBERTY, JUSTICE, RESPONSIBILITY, and OPPORTUNITY FOR ALL.
