  Increasing Awareness of Hate Crimes on Campus

  Every student, no matter what type of school they attend, deserves a safe campus and learning space. Every year, more than half a million students endure bias-motivated slurs, vandalism, threats, and physical assaults on college campuses. In the 110th Congress, a provision passed that aligns the Higher Education Act’s hate crimes reporting categories with the categories used by the FBI. This improved data will give parents and students a more accurate sense of campus safety and provide colleges with a better picture of their campus climate.

  Diversify the Professoriate

  A successful community college should reflect the true face of its community, and have a diverse faculty. However, minorities make up less than 20 percent of all collegiate faculty, and approximately 25 percent of community college faculty. Further, while women make up 39 percent of all full-time collegiate faculty, they tend to be concentrated in less-senior instructional positions and at two-year institutions, where ...more »

  A successful community college should reflect the true face of its community, and have a diverse faculty. However, minorities make up less than 20 percent of all collegiate faculty, and approximately 25 percent of community college faculty. Further, while women make up 39 percent of all full-time collegiate faculty, they tend to be concentrated in less-senior instructional positions and at two-year institutions, where they comprise 42 percent of the faculty. AAUW is pleased that the Higher Education Opportunity Act included the Patsy Mink Graduate Fellowship Program, which authorized fellowships for students interested in obtaining a doctorate, or other terminal degree, with a specified service requirement to teach at degree-granting institutions of higher education after graduation. Once funded, this program will help diversify the professoriate at community colleges.

  Enforce Title IX

  Title IX must be proactively enforced at every level of education, including community colleges. Title IX of the Education Amendments of 1972 is the federal statute barring sex discrimination in educational programs that receive federal funds. It was designed to be a strong and comprehensive measure that would attack all forms of sex discrimination in education and, in so doing, provide educational opportunities formerly ...more »

  Title IX must be proactively enforced at every level of education, including community colleges. Title IX of the Education Amendments of 1972 is the federal statute barring sex discrimination in educational programs that receive federal funds. It was designed to be a strong and comprehensive measure that would attack all forms of sex discrimination in education and, in so doing, provide educational opportunities formerly closed to women and girls. The Department of Education should make sure community colleges are in compliance with the law, something that is even more important given their exploding enrollment numbers. This can be done by providing timely and useful technical assistance and guidance to colleges, proactively conducting compliance reviews, and vigorously investigating and enforcing Title IX complaints.

  Childcare for Parenting Students

  Community colleges can provide support services to help students balance the demands of work, family, and education. The Child Care Access Means Parents in School (CCAMPIS) program provides funds to schools for campus-based child care and after-school programming, primarily to serve the needs of low-income students. AAUW encourages Congress and the administration to substantially increase CCAMPIS funding. These additional ...more »

  Community colleges can provide support services to help students balance the demands of work, family, and education. The Child Care Access Means Parents in School (CCAMPIS) program provides funds to schools for campus-based child care and after-school programming, primarily to serve the needs of low-income students. AAUW encourages Congress and the administration to substantially increase CCAMPIS funding. These additional resources will not only increase child care services, but also trigger an increase in the minimum available grant level and expand CCAMPIS eligibility to more institutions. CCAMPIS also allows many women to attend class would not otherwise be able to, as they would not have been able to afford other child care options. AAUW believes campus child care programs should be a priority for higher education funding, and the need for such support services will only grow during the current economic downturn. With women comprising approximately 57 percent enrollment in 2-year colleges in 2008, the need for this extremely important program is obvious.

  AAUW is concerned with the accessibility of community college for nontraditional students. Community colleges have higher percentages of nontraditional (e.g. older, parenting, working, or attending school part-time ), low-income, and minority students than 4-year colleges and universities.   AAUW is concerned with the accessibility of community college for nontraditional students. Community colleges have higher percentages of nontraditional (e.g. older, parenting, working, or attending school part-time ), low-income, and minority students than 4-year colleges and universities. The majority of African-American and Hispanic undergraduates began their postsecondary education at community colleges. The 2008 Higher Education Act reauthorization provided for innovative programs that would help nontraditional students achieve success in college. These programs ― Student Success Grants and the Pilot Project to Increase Persistence and Success in Community Colleges ― should be fully funded. It is vital that community colleges actively serve these historically under-served populations.

  Increase the Income Protection Allowance

  AAUW supports increasing the income protection allowance. This allowance permits students to work without that income counting against their financial aid package.   AAUW supports increasing the income protection allowance. This allowance permits students to work without that income counting against their financial aid package. Increasing the income protection allowance would allow single, financially independent students – the majority of whom are women – to keep more of their income when determining eligibility for financial aid, thus helping these students to better afford community college. As of May 2010, the income protection allowance was $5,250 for a dependent student, $8,550 for an independent student single or married to another student, and $13,710 for a student married to a non-student. AAUW supports raising the income protection allowance to $9,000 for dependent students and at least $12,000 for independent students. This increase is a more realistic reflection of the cost of living, and will allow more students to access the aid they desperately need.

  We must continue to expand access to community college education for all students, and ensure that students have access to adequate financial aid. A key element of improving affordability is expanding the Pell grant award program. The number of students receiving financial aid has grown dramatically in the last decade, with almost half of community college students receiving some form of financial aid and more than 2 million receiving Pell grant awards in 2005. The maximum Pell grant for the 2010-2011 school year is $5,550, which would cover approximately 60 percent of the tuition costs of a full-time student at a community college. AAUW supports increasing the maximum award level to $7,000 and advocates mandatory appropriations to provide the necessary resources for the program.
